YOUTH GUARANTEE IN THE EU
On Febreuary 28, 2013 the Employment Board, Social Politics reached the agreement of the establishment of the YouthGuarantee whose aim is for every young person up to 25 years old to receive a job offer within a 4-month period, after being unemployed or after finishing their formal training, a situation in which we find more than 23% of unemployed young people in the European Union. The offer may consist of a job, training, training in an enterprise or a year at a school center and it should adapt to the needs and situations of each individual.
The countries of the EU are currently elaborating national plans of the application of the Youth Guarantee. The EuropeanCommission helps them to develop their plans and to establish the system of the Youth Guarantee as soon as possible. Therefore the battle against youth unemployment turns into a priority of the Europe 2020 strategy initiative, that is to say, Europe’s Growth strategy and the battle against the crisis.
The Committee of the Regions (CdR) supports the application and the spreading of this measures throughout the EU. The Prime Vice-President of the CdR, Mercedes Barroso, says “ The Youth Guarantee is a decisive measure to combat youth unemployment in the European Union and as well as its disastrous economical and social repercussions. This guarantee has proved its effectiveness in several member States of the EU thus there is no reason to postpone its application in Europe. The CdR firmly supports its establishment, convinced that it is an efficient instrument to foster youth employment and encourage the growth". The CdR suggests that the systems of the Youth Guarantee be extended to the new graduates who are up to 30 years old. Its financiation will be by the EU funds, especially by the European Social Fund. The support for this program will be of 6.000 million euros, for the next 7 years. From this quantity , Spain will receive:
- 918 million euros, from the specific budgetary item for Youth Employment
- 932 million euros, from the European Social Fund, with the same aim.
